Amends Section 9-1-59 of Mississippi Code to require justice courts to accept all pleadings and papers filed, served, signed, or verified by electronic means in conformity with Mississippi Electronic Court System procedures by July 1, 2022.

Changes language for circuit, chancery, and county courts from "require" to "allow" electronic filing, with the deadline extended from July 1, 2021 to January 1, 2022.

Establishes that a party's participation in electronic filing is voluntary for both justice courts and other court types.

Effective July 1, 2021.
