Prohibits local governmental entities from requiring licenses or permits for businesses operated on an occasional basis by minors, defined as operating no more than 90 days in any calendar year.

Requires that minor-operated businesses be located a sufficient distance from commercial entities required to obtain permits or licenses, as determined by the local governmental entity, to prevent direct economic competition.

Allows local governmental entities to enforce general police power regulations regarding how minors conduct business, but prohibits requiring permits or licenses as a prerequisite to operation.

Defines "minor" as any person under 18 years old and "business" as any enterprise carried on for gain or economic profit, excluding employee-employer relationships.

Becomes effective July 1, 2021.
