Establishes a regulatory reduction pilot program requiring five agencies (Health, Transportation, Education, Finance and Administration, and Information Technology) to reduce regulatory requirements by 30% by December 31, 2023.

Requires pilot agencies to conduct a baseline review of all existing regulations within 120 days, including at least 60 days of public comments and two public hearings, and submit detailed reports to the Secretary of State within 180 days.

Mandates that pilot agencies achieve 10% reduction by December 31, 2021, 20% by December 31, 2022, and 30% by December 31, 2023, with each agency designated a Rule Review Officer to oversee the process.

Prohibits pilot agencies from adopting new regulations unless they simultaneously repeal at least two existing regulations (reduced to one repeal after the 30% reduction target is met), with written explanations provided to the Secretary of State.

Requires the Secretary of State to report progress to the Legislature by February 1, 2022, 2023, and 2024; if 30% reduction is not achieved by February 1, 2024, the PEER Committee must conduct a review and report findings and recommendations to the Legislature.
