Authorizes issuance of up to $200,000 in state general obligation bonds to assist the City of Rolling Fork, Mississippi, with demolition and cleanup of dilapidated downtown structures

Creates the "2021 Rolling Fork Downtown Structures Demolition and Cleanup Fund" within the State Treasury to receive and disburse bond proceeds, with unexpended funds not lapsing at fiscal year end

Bonds must be issued before July 1, 2025, and may mature up to 25 years from date of issue, with the full faith and credit of Mississippi pledged for repayment

Bonds and income from them are exempt from all Mississippi state taxation and qualify as legal investments for trustees, fiduciaries, savings banks, trust companies, and insurance companies

State Bond Commission serves as issuing agent with authority to determine bond form, sale method, and all terms of issuance
