Authorizes issuance of up to $500,000 in state general obligation bonds to fund improvements to the Rolling Fork Civic and Event Center in Rolling Fork, Mississippi

Creates the "2021 Rolling Fork Civic and Event Center Improvements Fund" within the State Treasury to receive and disburse bond proceeds

Bonds must be issued before July 1, 2025, and mature within 25 years from date of issue

State Bond Commission will oversee bond issuance, including determining sale method, form, and terms of the bonds

Bonds are backed by the full faith and credit of the State of Mississippi and are exempt from all state taxation
