Directs the State Personnel Board and all state agency officials responsible for employee compensation to grant a 5% salary increase to each full-time state employee funded by the State General Fund, effective July 1, 2021

Part-time state employees receive a pro rata share of the 5% increase based on hours worked per week

Requires the State Personnel Board to amend the State Variable Compensation Plan to implement the salary increases

Salary increases are contingent upon legislative appropriation

Takes effect July 1, 2021
