Authorizes pharmacies to sell and persons to purchase products containing not more than 3.6 grams per day or 7.2 grams per 30-day period of pseudoephedrine or ephedrine without a prescription.

Requires pharmacies to use the National Precursor Log Exchange (NPLEx) system before completing each over-the-counter sale and maintain electronic transaction logs including purchaser identification, date, time, and quantity sold.

Restricts purchases to persons at least 18 years old who provide valid government-issued identification and sign a written or electronic record for each transaction.

Establishes misdemeanor penalties of up to $1,000 for first offense and up to $10,000 for subsequent offenses; exempts pharmacists from liability if employee training approved by the Mississippi Board of Pharmacy was documented.

Amends the controlled substances statute to exclude pseudoephedrine and ephedrine products sold under these quantity restrictions from Schedule III controlled substance requirements; effective January 1, 2022.
