Defines "single-use plastic straw" as a disposable tube made primarily of plastic (petroleum or biologically-based polymer) used to transfer beverages, excluding straws made from paper, pasta, sugar cane, wood, or bamboo.

Defines "food establishment" as any business in Mississippi that sells, prepares, or serves food or beverages directly to consumers, including restaurants, bars, grocery stores, and catering operations.

Prohibits food establishments from providing single-use plastic straws to consumers unless specifically requested by the consumer.

Establishes enforcement by the State Department of Health with a notice of violation for first and second offenses; subsequent violations result in civil fines of $25 per day (not to exceed $300 annually).

Takes effect July 1, 2021.
