Extends the pecan harvesting season from October 1-December 31 to September 1-January 31, during which pecans falling onto public rights-of-way remain the property of the tree owner

Upgrades criminal penalties for illegally harvesting pecans from a misdemeanor (up to $100 fine and 30 days jail) to larceny charges under petty larceny or grand larceny statutes depending on value

Requires courts to order restitution to pecan tree owners at current replacement value for any pecans illegally taken

Maintains prohibition against picking pecans from tree branches or causing pecans to fall without owner permission

Effective date of July 1, 2021
