Reenacts sections of Mississippi Code that abolished the State Fair Commission and transferred its functions, duties, property, and funds to the Department of Agriculture and Commerce effective July 1, 2020

Adds the Dean and Director of Alcorn State University School of Agriculture and Applied Sciences as a new member of the Mississippi Fair Advisory Council

Removes the automatic repealer provision (Section 69-5-33) that would have sunset the laws governing the State Fair Commission abolishment and transfer

Authorizes the Department of Agriculture and Commerce to manage the State Fairgrounds in Jackson, issue revenue bonds up to $4 million for improvements, sell naming rights to buildings (except Kirk Fordice Equine Center), and borrow up to $200,000 for facility maintenance

Takes effect July 1, 2021
