Grants the Department of Agriculture and Commerce authority to fix employee salaries, set facility rentals and charges, establish market operating hours, and lease property for up to 25 years for agricultural processing

Repeals six code sections related to the former board's membership, meetings, compensation, organization, manager duties, property management, and powers
