Expands the definition of a competent juror to include any citizen age 21 or older who has a current and valid Mississippi driver's license and has filed state income taxes for at least one of the two previous tax years.

Maintains existing juror qualifications requiring ability to read and write, no conviction of an infamous crime or unlawful sale of intoxicating liquors within five years, and not being a common gambler or habitual drunkard.

Requires the presiding judge to distribute a written form to prospective jurors to verify their ability to read and write before empaneling.

Amends the jury commission master list process to consist of citizens possessing a valid Mississippi driver's license and who have filed state income taxes for at least one of the two previous tax years, rather than relying solely on voter registration lists.

Takes effect July 1, 2021.
