Prohibits female genital mutilation (FGM) of minors, including partial or total removal of clitoris, labia, or narrowing of vaginal opening, as well as pricking, piercing, incising, scraping, and cauterizing unless medically necessary

Establishes felony penalties of minimum 10 years imprisonment and $50,000 fine for performing, arranging, transporting for, or aiding FGM; misdemeanor penalties of up to 1 year and $5,000 fine for providers who fail to report

Requires healthcare providers, teachers, and social services providers to immediately report known or threatened FGM to Child Protection Services and law enforcement, with written notice within 12 hours

Creates civil remedies allowing victims to recover treble damages for pain, suffering, and psychological trauma, plus exemplary damages, litigation costs, and attorney fees from perpetrators and negligent providers

Adds FGM as grounds for termination of parental rights and felonious child abuse, waives sovereign immunity and tort claim limits for FGM cases, and establishes 10-year statute of limitations for civil actions
