Requires subdivision plats presented for recording to include signed and acknowledged statements from record owners, lienholders, and a title-examining attorney documenting ownership and encumbrances back to the original land patent.

Makes recorded plats conclusive evidence of ownership and freedom from encumbrances (except those shown on plat) if a lot has been conveyed after recording, the plat has been on record for over 10 years, and the plat has not been vacated.

Deems plats ratified despite appearance of insufficiency (missing surveyor certificates, acknowledgments, or non-compliance with ordinances) if conclusiveness requirements are met.

Establishes 10-year statute of limitations from recording date for actions challenging the title reflected in plats recorded on or after July 1, 2021.

Requires claimants to file a written, acknowledged statement by July 1, 2030 describing property and stating the nature of claims against plats recorded before July 1, 2021, or forfeit the right to bring legal action.
