Prohibits counties and municipalities from adopting ordinances or entering into contracts or rental agreements that restrict possession, carrying, transportation, sale, transfer or ownership of firearms or ammunition.

Prevents state agencies from adopting rules, regulations, orders or policies that restrict firearms ownership and prohibits them from participating in firearm surrender programs.

Creates civil cause of action allowing citizens and concealed carry permit holders to sue state agencies for violations, with courts able to issue permanent injunctions and award up to $1,000 in damages plus attorney's fees to prevailing plaintiffs.

Exempts state law enforcement agencies from the restrictions when regulating firearms issued or used by law enforcement officers in the course of their official duties.

Allows counties and municipalities to regulate firearm discharge, storage of explosives, carrying firearms at public parks and meetings, and certain other specified uses under existing law.
