Establishes the "Nonpartisan County Elections Act" making six county offices nonpartisan: chancery clerk, circuit clerk, tax assessor, tax collector, county surveyor, and county coroner

Prohibits candidates for these offices from campaigning or qualifying based on party affiliation, and bars political parties and party-affiliated committees from contributing to, endorsing, or fundraising for these candidates

Requires candidates to file intent and pay $100 to the circuit clerk no later than 60 days before the general election, with names listed alphabetically on a separate nonpartisan section of the ballot

Creates a runoff election system where if no candidate receives a majority in the general election, the top two vote-getters advance to a runoff held three weeks later

Removes chancery clerk, circuit clerk, tax assessor, tax collector, county surveyor, and county coroner from the existing party primary nomination fee requirements
