Requires the Mississippi Department of Corrections (MDOC) to reimburse counties for medical expenses of state prisoners housed in county jails due to lack of capacity at state correctional facilities

Medical reimbursement rates will be based on negotiated fees with providers or, absent an agreement, the Mississippi Medicaid reimbursement rate

Allows counties to request reimbursement from MDOC for counsel fees and prosecution expenses when state offenders commit crimes while in state correctional facilities or county jails

Reimbursement for legal fees applies only to cases where counsel is appointed on or after July 1, 2021

County boards of supervisors must submit vouchers to receive reimbursement payments, which go into the county general fund for specified purposes
