Creates the Mississippi Companion Animal Abuser Registry, a publicly accessible online database maintained by the Mississippi Criminal Information Center listing persons convicted of animal abuse offenses against domesticated dogs and cats

Covers felony cruelty to dogs/cats, animal abuse, dog fighting, canine-hog fighting, and injury or killing of public service animals

Registry includes offender's booking photograph, full legal name, and other identifying information, but excludes social security numbers, driver's license numbers, and other government identification numbers

First-time offenders remain on the registry for 10 years; subsequent convictions result in permanent placement on the registry

Court clerks must forward conviction information to the Criminal Information Center within 60 days of judgment; registry applies to offenses committed on or after January 1, 2022
