Establishes the Mississippi Student Absentee Voter Act allowing college and university students enrolled in higher education institutions to vote by absentee ballot when absent from their home county or municipality due to their studies.

Requires absent voters to submit a Mississippi Student Postcard Application to request absentee ballots, with one approved application serving as a request for all elections through the next federal general election.

Authorizes delivery and return of absentee ballots by mail, facsimile (FAX), or electronic mail (email) at the voter's designation, with circuit clerks required to provide suitable email addresses for this purpose.

Mandates the Secretary of State promulgate rules establishing application procedures, ballot verification methods, voter enrollment verification, and voter identification requirements for student absentee voters.

Takes effect July 1, 2021.
