Authorizes pharmacies to sell and individuals to purchase products containing up to 3.6 grams per day or 7.2 grams per 30-day period of pseudoephedrine or ephedrine without a prescription, effective January 1, 2022 through December 31, 2023.

Requires pharmacies to use the National Precursor Log Exchange (NPLEx) system before completing over-the-counter sales and maintain electronic transaction logs including purchaser identification, date, time, product name, and quantity sold.

Mandates purchasers be at least 18 years old with valid government-issued identification and sign a written or electronic record for each transaction; products must be stored behind pharmacy counters in restricted areas.

Establishes criminal penalties of up to $1,000 fine for first offense and up to $10,000 for subsequent offenses for violations; exempts pharmacists from penalties if employee training program approved by Mississippi Board of Pharmacy is documented.

Amends Mississippi Code Section 41-29-117 to exclude products sold under the quantity restrictions authorized by this act from Schedule III controlled substance classification; exempts prescription products from these requirements.
