Defines "organized retail theft" as obtaining retail merchandise in quantities not for personal use, with intent to resell or return to commerce through theft, embezzlement, fraud, or other illegal means, including recruiting others to participate

Establishes "organized retail theft enterprise" as an association of two or more persons engaged in transferring or selling stolen merchandise, services, or information that causes pecuniary loss to victims through planned or systematic schemes

Allows aggregation of merchandise values or pecuniary losses when violations are committed as part of a single scheme or in furtherance of an organized retail theft or fraud enterprise

Specifies criminal conduct that constitutes organized retail theft enterprise includes shoplifting, computer fraud, fraudulent use of identity, providing false information, mail fraud, and unauthorized use of social security numbers, credit cards, or other identifying information
