Convert four restitution centers (Greenwood, Flowood, Hinds County, and Pascagoula) to post-release reentry centers for individuals eligible for release including parole and early release supervision.

Limit post-release reentry center residency to 90 days or until alternative housing becomes available, whichever is shorter, and prohibit detention of otherwise-eligible individuals for refusing placement.

Require Department of Corrections to provide supportive services including counseling, housing, employment training, identification documents, healthcare, education, behavioral programs, and substance abuse treatment to post-release reentry center residents.

Repeal existing statutory authority for county and municipal governments to establish restitution centers and for Department of Public Welfare cooperation in restitution center operations.

Bring forward multiple correctional statutes for possible amendment, including provisions on sheriff compensation, sex offender registration, community prerelease programs, cashless systems, and probation violation procedures.
