Establishes a Task Force on High-Performing Education Systems to analyze globally successful education models and create a 10-year plan to make Mississippi's education system internationally competitive

Creates two Applied Systems Design Working Groups: one focused on recruiting, educating, and developing effective teachers and principals (8 days of work over 3-4 months), and one focused on career and technical education (6 days over 3 months)

Authorizes the Task Force to hire a national consulting organization with expertise in international education benchmarking to facilitate all three groups

Task Force membership includes appointments from the Governor, Lieutenant Governor, Speaker of the House, State Superintendent, plus representatives from school administrator associations, universities, community colleges, and economic/business development organizations

All costs for the Task Force and working groups to be paid from funds appropriated by the Legislature, with the act taking effect July 1, 2021
