Expands eligibility for the trusty-time program, which allows 30 days sentence reduction for each 30 days of participation in approved programs (education, work projects, special incentive programs)

Removes the requirement that offenders convicted of robbery/attempted robbery with a deadly weapon, carjacking with a deadly weapon, or drive-by shooting must serve mandatory parole eligibility time before participating in sentence reduction programs

Maintains ineligibility for sentence reductions for offenders sentenced to life imprisonment, habitual offenders, sex crime offenders, and those convicted of drug trafficking

Establishes that no offender shall be excluded from earning trusty-time or earned-time allowances solely due to sentence length or nature of conviction, except for the specifically listed exclusions
