Creates the SNAP Healthy Food Incentives Program requiring the Mississippi Department of Human Services to make annual grants to a qualified nonprofit organization to distribute funds to farmers markets and retailers for matching dollar incentives on SNAP benefits spent on eligible fruits and vegetables.

Designated nonprofit organization must demonstrate a track record of building statewide networks, implementing fund distribution and reporting processes, providing training and technical assistance, conducting community outreach and data collection, and providing full accounting and administration of distributed funds.

Requires at least 90% of deposited funds to be distributed directly to participating Mississippi farmers markets and retailers for healthy food incentives, with a maximum of 10% used for program development, promotion, outreach, training, technical assistance, data collection, evaluation, and administration.

All appropriated money shall be deposited into the Healthy Food Incentives Fund.

Takes effect July 1, 2021.
