Amends Mississippi Code Section 35-3-21 to revise qualifications for county veteran service officers to include honorably discharged veterans, surviving spouses or children of deceased veterans, or persons employed as service officers before March 30, 1990.

Requires county veteran service officers to attend annual training programs provided by the Mississippi State Veterans' Affairs Board, successfully complete a written examination, and obtain certification and accreditation according to 38 CFR Section 14.629.

Mandates that county boards of supervisors provide necessary office space and communications connectivity for county veteran service officers.

Allows counties to employ veteran service officers either full-time or part-time, and permits two or more counties to jointly establish and fund a single veteran service office through mutual agreement.

Takes effect July 1, 2021.
