Adds use tax revenue as a new funding source for the Capitol Complex Improvement District Project Fund, in addition to existing sales tax revenue

Phases in use tax diversion to the fund over three years: 2% starting August 2021, 4% starting August 2022, and 6% starting August 2023

Calculates the use tax diversion amount by multiplying the percentage rate by the portion of Mississippi's population residing in the City of Jackson according to the latest federal census

Allows debt incurred for improvement projects to be secured by both sales tax and use tax revenue deposited into the Capitol Complex Improvement District Project Fund
