Creates the "2021 Sunflower County Ministerial Alliance Counseling Services Fund" within the State Treasury to hold bond proceeds, with the Department of Finance and Administration overseeing disbursements

Transitional shelter will provide housing and empowering skills to individuals

Bonds must be issued by July 1, 2025 and mature within 25 years from date of issue

Bonds are backed by the full faith and credit of Mississippi and are exempt from all state taxation
