Authorizes issuance of up to $4,500,000 in state general obligation bonds to fund repairs, renovation, and refurbishment of the E.E. Bass Cultural Arts Center in Greenville, Mississippi, as well as property purchases at the center

Creates the "2021 E.E. Bass Cultural Arts Center Fund" within the State Treasury to hold bond proceeds, with unexpended amounts and interest earnings remaining in the fund rather than lapsing to the General Fund

Bonds must be issued before July 1, 2025, with a maximum maturity of 25 years from date of issue

Pledges the full faith and credit of the State of Mississippi to guarantee bond repayment, with the State Treasurer authorized to pay any deficiency from general treasury funds

Bonds and income from them are exempt from all Mississippi state taxation and qualify as legal investments for trustees, fiduciaries, and financial institutions
