Authorizes the issuance of state general obligation bonds not to exceed $20,000,000 to fund construction, furnishing, and equipping of the Mississippi River Museum in Greenville, Mississippi.

Creates a special "2021 Mississippi River Museum Construction Fund" within the State Treasury to receive bond proceeds and disburse funds for the project under Department of Finance and Administration discretion.

Bonds may be issued at any time prior to July 1, 2025, with maturity not exceeding 25 years from the date of issue and interest rates subject to Mississippi Code Section 75-17-101.

Pledges the full faith and credit of the State of Mississippi to guarantee payment of principal and interest, with any deficiencies paid from the State Treasury.

Authorizes remaining funds after project completion to be applied toward debt service on the bonds, and exempts bonds and their income from state taxation.
