Authorizes county boards of supervisors and municipal governing authorities to offer supplemental compensation to Medicare-eligible employees who choose Medicare coverage instead of participating in county or municipal health insurance programs

Limits supplemental compensation to an amount not exceeding what the county or municipality would have paid for the employee's participation in the local health insurance program

Prohibits counties and municipalities from requiring employees to choose Medicare over local insurance or from withholding local insurance coverage from Medicare-eligible employees who prefer it

Requires employees to provide verifiable proof of Medicare coverage before receiving supplemental compensation, with annual receipt of purchase documentation

Effective date of July 1, 2021
