Revises the definition of "natural emergency" in Mississippi emergency management law to explicitly include public health emergencies such as epidemics or pandemics.

Limits the duration of state of emergency proclamations to 45 days from issuance, with any extension or new proclamation based on the same conditions requiring specific authorization from the Legislature.

Authorizes the Governor, upon guidance from the State Department of Health, to allow physicians, nurse practitioners, physician assistants, and registered nurses licensed in other states to provide professional services in Mississippi during a declared emergency.

Creates new authority for the Department of Health to take possession of human dead bodies and assume coroner responsibilities in any county where the department determines there are insufficient facilities or trained personnel to handle them during a declared emergency.
