Requires all governmental entities receiving state funds, public colleges, universities, and school districts to display the official Mississippi state flag Monday through Friday from sunrise to sunset on each building and campus

Establishes a 30-day compliance period after the Governor notifies an entity of noncompliance with flag display requirements

Authorizes the Governor to direct withholding of all state funding from noncompliant entities until they display the state flag as required

Prohibits local governments, homeowners associations, and neighborhood associations from adopting rules that ban display of the U.S. or Mississippi state flag on private property or public property leased to private entities

Effective date of July 1, 2021
