Establishes the West Central Mississippi Incubator Grant Program under the Mississippi Development Authority to grow new businesses and micro-enterprises in the region

Creates a planning council partnership with the Department of Finance and Administration's Office of Surplus Property, Mississippi Association of Cooperatives, county boards of supervisors, and economic development organizations from six counties

Provides business development services including shared office space, utilities, equipment, reduced rents, technical and business personnel access, and management assistance

Authorizes establishment of one business incubator in each of six counties: Humphreys, Madison, Sharkey, Sunflower, Washington, and Yazoo

Mississippi Development Authority will oversee the program and may enter contracts and receive funds from public and private sources for incubator operations
