Authorizes judges to issue search warrants based on sworn oral testimony communicated by telephone or facsimile for computer crimes investigations involving sex offenses against children, when circumstances make a written affidavit impractical.

Requires the person requesting the warrant to read it verbatim to the judge, who enters the warrant on an original document and may direct modifications before ordering issuance.

Mandates that judges record all oral testimony by voice recording, stenographic record, or longhand verbatim record, with transcriptions certified and filed with the court for documentation purposes.

Amends Section 93-21-13 to allow courts to electronically sign emergency domestic abuse protection orders, with electronic signatures having the same legal force as handwritten signatures.

Takes effect July 1, 2021.
