Adds the Office of State Public Defender to the entities eligible to receive funds for education, training, and technical assistance under Mississippi's court education fund system.

Increases the civil court education and training cost from $2.00 to $3.00 per case in chancery, circuit, county, justice, and municipal courts.

Redirects fee distribution: changes from 75% to State Court Education Fund to 50% for that fund, allocates 25% to a new Public Defenders Education Fund, and maintains 25% for State Prosecutor Education Fund.

Establishes the Public Defenders Education Fund as a special fund in the State Treasury to support public defender education, training, and technical assistance.

Takes effect July 1, 2021.
