Senate Bill 2240 Summary

• Amends Mississippi Code Section 99-19-81 to add a 10-year lookback period for prior felony convictions used in habitual offender sentencing determinations
• Prior felony convictions are excluded from habitual offender calculations if more than 10 years have elapsed between completion of the prior sentence and commission of the current offense
• Maintains existing requirement that offenders with two prior felony convictions receive maximum imprisonment sentences without reduction, suspension, parole, or probation eligibility
• Requires courts to provide written explanation in sentencing orders when deviating from maximum sentences
• Effective July 1, 2021
