MS SB2241

Raises the minimum age for youth court transfer to circuit court from thirteen to sixteen years old.

Children aged twelve and younger are ineligible for transfer to circuit court.

Children aged thirteen to fifteen may only be transferred if they have been adjudicated delinquent for at least three felonies and committed to the state training school at least two times.

Requires youth court to order a transfer study for any child under sixteen when a transfer motion is filed; transfer studies are discretionary for children sixteen and older.

Takes effect July 1, 2021.
