Simple possession of 1 gram or less of methamphetamine (or 5 dosage units or less) becomes a misdemeanor for first offense, punishable by up to $250 fine and/or 30 days in jail, with mandatory drug education program participation

Second offense within 5 years for small-amount methamphetamine possession carries a fine of $250-$1,000 and 5 days to 6 months in county jail, plus mandatory drug education

Third or subsequent offense within 5 years becomes a felony punishable by up to 5 years imprisonment and/or up to $50,000 fine

Possession of more than 1 gram but less than 2 grams of methamphetamine is punishable by up to 5 years imprisonment and/or up to $50,000 fine

Creates a separate sentencing structure for methamphetamine distinct from other Schedule I and II controlled substances, with graduated penalties based on amount possessed
