Makes it unlawful for any person to enter and remain on a railroad right-of-way without permission from the railroad owner or operator, or without authority granted by state or federal law.

Exempts persons crossing the railroad right-of-way at public or private crossings from the prohibition.

Exempts legally abandoned right-of-way that is not being used for railroad services and representatives of utilities or agencies with easements performing their duties.

Defines "right-of-way" as track, roadbed, and adjacent property that would be recognizable to a reasonable person as railroad property.

Takes effect July 1, 2021.
