Exempts growers, producers, and processors of raw or processed agricultural or food products from price-gouging prohibitions during declared emergencies, except for retail sales directly to consumers within the emergency area

Allows sellers to charge prices based on established pricing indexes or pre-agreed price formulas without violating price-gouging laws

Excludes agricultural goods manufacturers, distributors, and licensors from the definition of "supplier" subject to price-gouging restrictions, unless they advertise directly to consumers

Maintains existing penalties for price-gouging violations: felony charges (1-5 years imprisonment and/or up to $5,000 fine) for violations totaling $500 or more in 24 hours; misdemeanor (up to 6 months jail and/or $1,000 fine) for lesser amounts
