Authorizes the City of Guntown, Mississippi to permit golf carts (max 20 mph) and low-speed vehicles (max 25 mph) on designated public roads and streets within city limits by ordinance

Prohibits operation on state or federal highways except for crossings using the shortest distance, and requires use of the outside lane on multilane roads

Requires operators to possess a valid driver's license or temporary permit and proof of financial responsibility (insurance) at all times while operating these vehicles

Mandates registration with the city, including payment of a reasonable fee, with a decal displayed on the left rear fender that remains valid as long as the owner retains the vehicle

Registration fees collected by the city clerk are deposited into the city general fund
