Requires the Public Service Commission to study the need for additional funding for emergency communications districts in Mississippi and examine their current expenditures of 911 funds.

Directs the commission to consider best practice standards and provide options for improving efficiency, including consolidating multiple PSAP operations within districts and consolidating with neighboring districts through interlocal agreements.

Requires the commission to evaluate whether emergency communications districts should follow National Emergency Number Administration's PSAP staffing guidelines and identify other efficiency and funding improvements.

Mandates the Public Service Commission submit its findings and recommendations to the Senate Energy Committee Chairman and House Public Utilities Committee Chairman by December 31, 2021.

Takes effect July 1, 2021.
