Requires all school resource officers and security personnel with peace officer powers to complete uniform statewide basic law enforcement training before acting in their official capacity or interacting with students.

Mandates minimum 40 hours of specialized training developed by the Mississippi Department of Education covering child development, cultural competence, de-escalation techniques, identifying student mental health needs, and due process protections.

Specifies that training costs shall be paid from Mississippi Community Oriented Policing Services (MCOPS) grant funds.

Removes previous two-year grace period for completing training and establishes that officers cannot exercise peace officer powers until training is completed.

Takes effect July 1, 2021.
