Defines "open-box item" as merchandise returned by a customer, inspected and found in working order by the retailer, then resold at a discount rather than returned to the manufacturer.

Requires retailers offering open-box items at a discount to provide prominent notice that defective open-box items are not eligible to be exchanged for full-price non-discounted items.

Specifies that required notices must be displayed in black letters with a minimum height of one (1) inch.

Makes failure to comply with the open-box item notice requirements an unfair or deceptive trade practice under Mississippi's consumer protection laws.

Effective date: July 1, 2021.
