Prohibits ammunition sellers from selling centerfire cartridges without recording the serial numbers or unique identifying marks of cartridges sold

Mandates sellers retain ammunition sale records for at least 5 years from the date of sale

Establishes penalties for violations including fines up to $5,000, imprisonment up to 5 years, or both

Effective date of October 1, 2021
