Allows electors voting absentee in person to use either a direct recording electronic voting system, optical mark reading equipment, or traditional paper ballots deposited in a sealed ballot box

Eliminates the requirement for in-person absentee voters to complete an application form; applications remain required only for those voting absentee by mail

Extends the deadline for in-person absentee voting to 12:00 noon on the Saturday before Tuesday elections (removing the temporary 5:00 p.m. deadline that applied during 2020)

Requires the registrar to seal voting systems and ballot boxes at the close of each business day, record seal numbers, and store them securely until the next business day

Effective date of July 1, 2021
