Removes the "Absent applicable state law" limitation from Mississippi Code Sections 73-77-5, 73-77-7, and 73-77-9, expanding the Fresh Start Act's protections statewide.

Prohibits licensing authorities from using vague disqualification terms such as "moral turpitude," "any felony," and "good character" in their rulemaking and qualification standards.

Requires licensing authorities to consider only criminal records that are specific and directly related to the duties and responsibilities of the licensed occupation, using clear and convincing evidence as the standard of proof.

Allows individuals with criminal records to petition licensing authorities at any time for a determination of whether their record disqualifies them, with authorities required to respond within 30 days and charge no more than $25.00 per petition.

Exempts admission and reinstatement to The Mississippi Bar from these provisions and takes effect July 1, 2021.
