Allows a person convicted of a felony to petition for expunction of one conviction five (5) years after successful completion of all sentence terms and conditions, if all criminal fines and court costs have been paid.

Restricts felony expunction eligibility to convictions that are not sex crimes listed in Section 45-33-23.

Requires the petitioner to give the district attorney ten (10) days' written notice before any expunction hearing, and allows the court to grant expunction only if it determines the applicant is rehabilitated from the offense.

Retains a nonpublic expunction record with the Mississippi Criminal Information Center to determine first-offender status in subsequent proceedings, and allows district attorneys to retain nonpublic records for law enforcement purposes.

Takes effect July 1, 2021.
