Prohibits any person from operating a drone within 100 yards of state correctional institutions, private correctional facilities, community work centers, or technical violation centers with intent to capture unauthorized images or videos, or to introduce contraband.

Defines contraband as currency, negotiable instruments, knives, sharpened instruments, tools, explosives, ammunition, and drug paraphernalia.

Establishes exceptions for federal FAA test sites, U.S. military operations, academic research, utility inspections, law enforcement operations, emergency response, real estate photography, and port authority surveillance.

Violations of unauthorized image capture are misdemeanors punishable by up to one year in jail and/or $1,500 fine, with each image constituting a separate offense.

Violations of contraband introduction are felonies punishable by 3-15 years imprisonment and/or up to $25,000 fine; law enforcement must seize any drones, images, or contraband and transfer to Department of Corrections.
